District Technician Wanted

Employment Status: Full time employee (40 hours) with normal work hours MondayFriday 8:00am - 4:30 pm. Employee may be required to work outside of the normal work schedule. Employee will be subject to a 3 month probationary period.

Salary and Benefits: This position offers health insurance (employee contributes to premium cost), holiday, annual and sick leave pay. The employee will participate in the Ohio Public Employees Retirement System (OPERS). Salary range $18-$20/hr.
Minimum Qualifications: Bachelor Degree and or two year associates degree in environmental science, agriculture, forestry, conservation, engineering or science related field and or related work experience. The candidate must have excellent communication, interpersonal and writing skills. Candidate must have knowledge and proficiency in the use of MS Office Products (Word, Excel, Outlook, Power Point and Publisher) and ESRI Arc View GIS. Candidate must possess a valid driver's license and an insurable driving record. The employee must have the ability to traverse rough ground, lift 50 pounds and pass a background check and drug test.

Job Description.





Nature and Purpose of Work: This position is that of a District Technician responsible for performing field and office technical, educational and some administrative duties in the Ashtabula Soil and Water Conservation District.
  • Supervision and Guidance:This position is directly responsible to the District Board of Supervisors for work priorities. This position is under the daily supervision of the District Manager.
  • Training: All training will be made available to the District Technician as it relates to District Operations (Administrative, Financial, Legislative), Technical/Engineering and Educational.
  • Personal Work Contacts: The district technician works with individual and or groups of land users assisting them in applying conservation practices on their land. District Technician answers the telephone and meets office callers and furnishes information requested or makes appointments to render assistance. District Technician will develop and maintain good working relationships with the offices of local, state, and federal government agencies and organizations. All work of this position will be carried out in a courteous and respective manner.
  • Performance Review: The performance of each duty in this position will be evaluated against the requirements developed for your position. A formal performance review will be conducted annually with the employee as described in the approved Employment Policy. Your performance rating is an overall evaluation of your performance in the judgment of your supervisor. Responsibilities:

1. Provide technical and engineering field assistance to county land users, groups and units of government. The technical/engineering assistance will follow the guidelines established in the NRCS National Engineering Manual and Ohio NRCS Standards and Specifications. Be proficient in ESRI Arc View GIS and interpreting aerial photographs, topographic maps, soil survey maps, etc.

  • 2. Provide technical and educational information to land users, groups and units of government.
  • 3. Hold and or pursue certification in Comprehensive Nutrient Management planning and be able to review for approval submitted Nutrient Management Plans and or the ability to write Nutrient Management Plans for ag producers.
  • 4. Carry out the responsibilities outlined in the Memorandum of Understanding between the Ohio Department of Ag- Division of Soil and Water Conservation and the Ashtabula SWCD as it relates to the implementation of Ohio's Agricultural Pollution Abatement Program, Ag- (Manure, Nutrient and other waste waters)
  • 5. Carry out the responsibilities outline in the Memorandum of Understanding between the Ohio Department of Natural Resources- Division of Forestry and the Ashtabula SWCD as it relates to the implementation of Ohio's Agricultural Pollution Abatement Program, Silviculture (Logging)
  • 6. Actively participate when directed by the Board of Supervisors and or District Manager in groups, councils, ad hoc committees as related to soil, water and natural resource issues.
  • 7. Actively participate when directed by the Board of Supervisors and or District Manager in joint activities between the Ashtabula SWCD and other agencies/conservation/ag groups.
  • 8. Assist in conducting tours and field days as they relate to agriculture, wildlife and forestry land uses.
  • 9. Performs preventative maintenance on automotive, engineering and office equipment owned by the SWCD
  • 10. Become familiar with all aspects and programs of the Ashtabula SWCD and be able to explain the District's programs to the public.
  • 11. Assist with administrative duties of the office as needed and requested by the District Manager.
  • 12. Prepares and maintains all records, reports and forms required by SWCD, ODA­Division of Soil and Water Conservation, ODNR-Division of Forestry, NRCS, OFSWCD andOSWCC.
  • 13. Attends as directed by the District Manager and Board of Supervisors Area, State and National meetings.
  • 14. Be proficient in the use of MS Office Products such as Word, Excel, Power Point, Publisher and Outlook.
  • 15. Performs other related duties as requested by day-to-day supervisor.
  • All duties and actions taken by the incumbent of this position while on official duty will be performed in a safe/respective manner and will be of a nature to reflect favorable on the Ashtabula Soil and Water Conservation District.
